Article ມາດຕາ 1
Article 1 (Amended) Purpose
This Decree defines principles, regulations and measures regarding the management, monitoring and inspection of the activities of international non-governmental organizations in the Lao PDR in order to make such work unified, efficient and effective, aiming to ensure, promote and facilitate the development assistance and humanitarian activities of international non-governmental organizations in accordance with the laws of the Lao PDR, contributing to the socio-economic development and poverty eradication in the Lao PDR in each period.

Article 2 (Amended) International Non-Governmental Organization
International non-governmental organization, abbreviated as “NGO”, written in English as “NGO”, means an international or foreign social organization, association, foundation, fund, institute and club, having legal personality, operating to provide development and humanitarian assistance, without seeking profit, income or distribution of profits, hereinafter referred to as “organization”.

Article 3 (Amended) Interpretation of Terms
The terms used in this Decree shall have the following meanings:
1. Personnel of the organization means foreign workers working with the organization, including regional representatives, organization representatives, heads of project offices, project heads, experts, for representative offices or regional representative offices, and project staff;
2. Family members of personnel of the organization means the husband or wife and children of the personnel of the organization who accompany and reside with them;
3. Non-profit means capital, assets, income derived from the activities of the organization after deducting administrative expenses, the remaining portion is not distributed, not used for personal benefit, but used in accordance with the purposes set forth in the organization's charter and regulations;
4. Capital means money and assets.
