Article ມາດຕາ 1
Article 2 The implementation of policies towards persons with achievements and merits in the national democratic revolution is the provision of policies to persons with achievements and merits by transferring the right to use state-managed land for construction and houses, providing allowances, one-time allowances, and building houses as stipulated in this Decree.

Article 2 Persons who have achievements and merits in the national democratic revolution are individuals, whether alive or deceased, who have dedicated their blood, sweat, and intelligence to the national democratic revolution, and who are loyal to the Party, the State, and the people consistently.

Article 4 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Disability means the loss or impairment of any organ of the body due to combat or combat service, causing difficulty in daily life activities and labor;
2. Disabled person means officials, soldiers, police, village committees, Lao Front for National Construction, militias who become disabled due to combat or combat service in the national democratic revolution;
3. Special disabled person means a person who has suffered severe loss or impairment of any organ of the body due to combat or combat service, unable to help themselves in moving around;
4. Grassroots disabled person means officials, soldiers, police who have received a one-time allowance and returned to grassroots, and those who were formerly village committees, Lao Front for National Construction, militias in localities who contributed to the national democratic revolution and received disability allowance policy due to combat and combat service;
5. Caregiver of a special disabled person means a person who looks after, cares for, and serves a special disabled person on a daily basis, appointed and approved by the relevant organization;
6. Sacrificed person means officials, soldiers, police, Lao Front for National Construction, village committees, militias who died due to combat or combat service in the national democratic revolution;
7. Person who died in the line of duty means officials, soldiers, police who died while performing their duties;
8. Reinstated retiree means officials-civil servants, soldiers, police belonging to party-state organizations who have left service, meet retirement conditions but received a one-time allowance, and have been reinstated for retirement according to Resolution No. 102/CPC of the Party Central Committee's Political Bureau on settlement of reinstated retirement dated November 10, 1997, and Decree No. 241/PM on settlement of reinstated retirement dated August 29, 2007;
9. Transfer of use rights of state-managed construction land and houses means the transfer of use rights of state-managed construction land and houses into private ownership through free grant or payment based on contributions and years of service in the revolution.
