Article 1 Management of Feed Production Enterprises
Management of feed production enterprises is the process of controlling the organization, establishment, operation, inspection, and monitoring of the quality and efficiency of feed production by operators, both public and private. It also includes the comprehensive management of building construction, equipment assembly, and specialized personnel to carry out the processing, filling, packaging, storage, and distribution of feed.

Definition of Terms
Terms used in this agreement have the following meanings:
Animal feed: refers to substances that animals can eat, including materials processed into finished, semi-finished, or unprocessed forms, which can be used for raising livestock and aquatic animals to obtain desired products;
Raw material: refers to any substance that provides nutrition and benefits the animal that consumes it; animal feed raw materials may come from natural sources such as plants, other animals, or may be obtained through chemical synthesis such as amino acids, various vitamins, or biologically such as proteins from plants and animals;
Animal feed production: refers to the process of taking different raw materials from plants and animals (grains, coarse powder, fine powder, mixed powder, liquids, other sugar residues, etc.) by grinding, crushing, feeding, and weighing them together to obtain various types of animal feed products;
Waste: refers to substances generated during the construction, operation, and cessation of animal feed factory activities that cannot be utilized, including solid, liquid, and gaseous waste.
Scope of Application
This agreement applies to individuals, legal entities, or organizations, both domestic and foreign, that conduct activities related to animal feed factories in the Lao PDR.

Application for Establishment of Animal Feed Production Factory
Application for establishment of an animal feed production factory is the preparation of documents and the creation of an economic-technical feasibility study in accordance with the conditions and technical standards of animal feed production factories, through research, inspection, and consideration to issue a decision on the application for establishment of an animal feed production factory.
Individuals, legal entities, or organizations intending to apply for establishment of an animal feed production factory must submit documents to the Ministry of Agriculture and Forestry for production of animal feed of four thousand tons per year or more, and for production of animal feed of less than four thousand tons per year, submit to the Provincial Agriculture and Forestry Office for research and principle approval.
