Article 1 Purpose
This Decree defines principles, regulations and measures regarding the management, monitoring and inspection of the movement, import, export, transit of animals, aquatic animals, animal products and aquatic animal products in order for such work to be carried out efficiently, aiming to prevent and stop the outbreak of animal and aquatic animal diseases, to ensure the life and health of people, animals, aquatic animals and the environment are safe, contributing to the socio-economic development of the nation.

Article 2 Movement, Import, Export, Transit of Animals, Aquatic Animals, Animal Products and Aquatic Animal Products
Movement of animals, aquatic animals, animal products and aquatic animal products means any transport of animals, aquatic animals, animal products and aquatic animal products from one zone to another within the country.
Import, export, transit of animals, aquatic animals, animal products and aquatic animal products means bringing animals, aquatic animals, animal products and aquatic animal products into or out of the territory of the Lao PDR.
