Article ມາດຕາ 1
Article 2 Permanent Residence in the Lao PDR of Lao Nationals Living Abroad
Permanent residence in the Lao PDR of Lao nationals living abroad means coming to settle, having a permanent residence and/or engaging in a profession lawfully in accordance with the laws and regulations of the Lao PDR, hereinafter referred to as "permanent residence in the Lao PDR".

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. "Overseas Lao" means foreigners and stateless persons residing permanently abroad, born of both father and mother, father or mother being Lao citizens or having Lao nationality by birth, including their children and grandchildren;
2. "Foreigner" means an overseas Lao who has lost Lao nationality and acquired another nationality;
3. "Stateless person" means an overseas Lao who has lost Lao nationality and has not yet acquired the nationality of the country where he/she resides, but the government of that country provides management by issuing alien cards and has permitted him/her to travel to visit or apply for permanent residence in the Lao PDR;
4. "Alien" means an overseas Lao who has been permitted to reside permanently in the Lao PDR, possessing a family book and an alien identity card, and the government of such alien still officially recognizes him/her;
5. "Applicant" means an overseas Lao and his/her family members who have submitted an application for permanent residence in the Lao PDR;
6. "Guarantor Lao citizen" means a person or persons holding Lao nationality and residing in the Lao PDR, who have a relationship with the applicant and provide a guarantee according to conditions stipulated in laws and regulations;
7. "Representative office" means the Embassy, Consulate General, and Consulate of the Lao PDR in the country where the applicant resides.

Article 3 State Policy on Permanent Residence Work in the Lao PDR
The State encourages, promotes and attaches importance to permanent residence work in the Lao PDR by creating conditions and facilitating such work to be carried out effectively.
The State encourages individuals, legal entities and all sectors to contribute and cooperate in permanent residence work in the Lao PDR.
