Article 1 Purpose
This Decree defines principles, regulations and measures on management and monitoring of personnel work in order to make such work proceed correctly, systematically, robustly and modernly, aiming to ensure that personnel are managed and developed to have quality and professionalism, contributing to the national socio-economic development.

Article 2 Civil Servant
A civil servant is a person who is recruited, appointed, assigned or employed in a professional unit under a ministry, organization or local administrative organization, and who receives salary, allowance or remuneration from the state budget or from the professional revenue of the professional unit itself, in accordance with the law or a contract.
Civil servants consist of permanent civil servants and contractual civil servants.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Technical unit means a technical-organizational mechanism that implements technical work, whether with or without revenue, such as universities, colleges, schools, hospitals, institutes, centers, divisions, stations;
2. Administrative position means a leadership-management position in a technical unit according to the roles, rights and duties of permanent personnel;
3. Technical position means the technical status or level of permanent personnel based on experience, seniority, knowledge, ability and educational qualifications.
