Article 7 Levels of Academic Unit Autonomization
The autonomization of academic units has five levels as follows:
1. Academic unit autonomization level 1;
2. Academic unit autonomization level 2;
3. Academic unit autonomization level 3;
4. Academic unit autonomization level 4;
5. Academic unit autonomization level 5.

Article 2 Self-autonomy of Technical Units Level 1
Self-autonomy of technical units Level 1 has the following conditions:

1. Being a first-level or second-level budget unit with revenue from technical services exceeding seventy percent (70%) of the administrative expenditure portion according to the budget statement based on the approved budget plan;

2. Able to reduce state budget allocation by at least zero point five percent (0.5%) per year;

3. Transfer non-revenue-generating inventory assets arising before self-autonomy to the state;

4. Pass evaluation and obtain approval for self-autonomy from the relevant ministry, organization, or local administrative organization.

Article 3 Transformation of Technical Units into Self-Autonomous Entities, Level 2
The transformation of technical units into self-autonomous entities, Level 2, has the following conditions:

1. Being a first-level or second-level budget unit that has revenue from technical service fees covering one hundred percent (100%) of administrative expenditure and more than seventy percent (70%) of the adjusted, promotion, and maintenance expenditure according to the budget plan on the basis of the approved budget;

2. Able to reduce state budget allocation by at least one point five percent (1.5%) per year;

3. Transferring non-revenue-generating inventory incurred before the transformation to the state, in case the unit has not yet been a self-autonomous technical unit before;

4. Having passed evaluation and obtained approval for transformation or upgrading, in case it was previously a Level 1 self-autonomous technical unit, from the relevant ministry, organization, and local administrative authority.
