Article 1 Provincial Disaster Management Fund
The Disaster Management Fund is a fund of Bolikhamxay Province, located at the Provincial Department of Labor and Social Welfare, established to mobilize and accumulate funds for providing relief to victims of disasters, such as natural disasters and man-made disasters.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Fund means the accumulation of money and materials obtained from multiple sectors for use in disaster work;
2. Management means the protection and maintenance of money and materials for use in accordance with the objectives;
3. Disaster means a serious dangerous event occurring from nature or human action, which is widespread and causes significant damage to health, life, property, economy, infrastructure, and the livelihood of people in society, both short-term and long-term;
4. Natural disaster means natural events, phenomena, and changes such as floods, droughts, storms, haze, earthquakes, landslides, pests, epidemics;
5. Man-made disaster means emergency events and environmental hazards due to human actions such as fire, forest fires, dust, radiation, chemical spills, unexploded ordnance, accidents;
6. Emergency relief means providing immediate urgent assistance to those experiencing disaster;
7. Relief supplies means money, food, household items, clothing, structures, and occupational tools;
8. Fundraising means income in cash or materials received from contributions of the whole society, announcements, factor cards of leaders and disaster management committees at each level;
9. Other income means income obtained from organizing fundraising activities in any form that is authorized by leaders and disaster management committees at each level.

Article 4 State Policy
The provincial administrative organization encourages and promotes individuals, legal entities, and all sectors, both public and private within the province, to contribute to the disaster management fund, emphasizing the management and utilization of the disaster management fund to be efficient, effective, and sustainable, creating favorable conditions for the provision of budget, vehicles, equipment, and personnel for the operation of the disaster management fund.
