Article ມາດຕາ 1

Article 1 Purpose
This law defines principles, regulations, and measures regarding the management and monitoring of immigration and emigration work in the Lao People's Democratic Republic to make the said work efficient and effective, aiming to facilitate services, exchange of goods, entry and exit of people, transport vehicles and goods, to be fast, accurate, transparent, able to connect with the region and internationally, contributing to the socio-economic development of the nation.

Article 2 Entry-Exit Checkpoints of the Lao PDR
Entry-exit checkpoints of the Lao PDR are places for controlling and inspecting the entry and exit of persons, vehicles, and the import-export of goods and items as determined by the authorities, which include international checkpoints, local checkpoints, and traditional checkpoints.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:

Management of entry into and exit from the Lao PDR means facilitating, controlling, monitoring and inspecting entry into and exit from the Lao PDR;

Border market means a place for exchange of goods and services located within the border checkpoint area of two neighboring countries, as agreed by the two provincial-level local administrative authorities where the border checkpoint is located;

Conducting business in the border checkpoint area means leasing or concession of state property to carry out various activities such as: duty-free shops, banks, insurance, services, advertising and other activities;

Land checkpoint means a place for inspecting the entry into and exit from the country of persons and vehicles transporting passengers, goods, and items by road via automobiles, trailers, tractors, specialized trailers and trains, with correct and complete declaration of documents as prescribed by legislation;

Waterway checkpoint means a place for inspecting the entry into and exit from the country of persons and vehicles transporting passengers, goods, and items from land to waterway or from waterway to land via ships, barges, automobiles, trailers, tractors, specialized trailers, with correct and complete declaration of documents as prescribed by legislation;

Foreigner means a person of another nationality who enters the Lao PDR temporarily or for a long term to perform a certain duty and returns after the term ends; these persons are under the management of the Ministry of Foreign Affairs and other relevant sectors;

Alien means a person of another nationality who enters to settle and reside in the Lao PDR for a long term, holds an alien card, and whose government still officially recognizes them;

Stateless person means a person residing inside or outside the territory of the Lao PDR who is not a Lao citizen and cannot prove that they have any nationality;

Neighboring country means a country sharing a border with the Lao PDR.
