Article 1
Article 1 (Amended) Legislative Purpose
This Law stipulates the principles, regulations, and measures concerning the organization, management, supervision, and inspection of printing and distribution work, so as to ensure that such work is carried out with efficiency, effectiveness, systematization, and modernization, aiming to develop and promote creation, reading, and intellectual property achievements, disseminate guidelines, policies, laws, and cultural values, provide beneficial knowledge and entertainment content to society, shape readers’ foresight, moral character, and healthy lifestyles, resist all negative thoughts and behaviors, and contribute to the development of human resources, as well as the defense and development of the nation.

Article 2: Printing and Distribution
Printing and distribution refers to typesetting, printing, and distribution, i.e., the process of taking research, creative, or translation results, as well as drawings or photographic works, after review, editing, and arrangement, to produce a complete original manuscript, for the purpose of printing multiple copies of books or other publications, and distributing them in various forms.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law have the following meanings:
1. Printed and distributed products refer to books and other publications that have obtained a printing registration certificate or printing license and are produced in multiple copies for distribution;
2. Other publications refer to publications other than books, such as electronic publications, audio-visual publications, billboards, leaflets, postcards, records, calendars, greeting cards, and palm-leaf manuscripts;
3. Electronic publications refer to e-books and devices containing text, sound, color, and images, such as tapes, CDs, VCDs, CD-ROMs, and various storage media;
4. Printing and distribution activities refer to work related to typesetting, printing, and distribution;
5. Printing and distribution organizations refer to publishing houses, printing factories, printing shops, printing design shops, and distribution enterprises;
6. Publishing house refers to a professional organization licensed by the Ministry of Information, Culture and Tourism to engage in typesetting work;
7. Printing factory refers to a place that uses letterpress machines, offset printing machines, ruling machines, and digital printing machines to print books and other publications;
8. Printing shop refers to a small-scale printing place using simple printing techniques, such as photocopy shops, banner printing shops, etc.;
9. Printing design shop refers to a place engaged in work such as original manuscript typesetting design and printing color separation;
10. Distribution through electronic systems refers to uploading books and other publications that have obtained a printing registration certificate or printing license to the internet system for sale, rental, lending, and dissemination;
11. Copyright refers to the rights of individuals, legal entities, or organizations over their printing and distribution outputs;
12. Special display refers to the display of printing and distribution products by the Party, state organizations, the Lao Front for National Construction, the Lao Veterans Federation, and mass organizations.
