Article 1 Purpose
This guideline is issued to elaborate on certain articles of the Law on the Making of Legislation, serving as a reference for departments and equivalent agencies at the provincial level to recognize, understand, and implement correctly and comprehensively the steps for drafting decisions of the provincial governor in a unified manner, such as: planning, impact assessment, appointment of responsible committees, and drafting of decision content.
To enable departments and equivalent agencies at the provincial level to produce quality decisions and ensure their implementation is correct and in accordance with the amended Law on the Making of Legislation.
To ensure that the decisions made can meet the needs of the people and all sectors of society, and can be implemented effectively and efficiently.
