Article 1 Purpose
This agreement establishes principles, regulations, and measures regarding the implementation of policies and compensation prices for properties affected by the improvement and repair project of National Highway No. 13 South in Vientiane Capital, in order to align with socio-economic development, aiming to protect the legitimate rights and interests of the people, ensure fairness, transparency, justice, and accountability, contributing to the development according to the strategic plan of Vientiane Capital in each period.

Article 2 Definitions
Compensation unit price means the determination of the price for calculating compensation for damages, types of land, buildings, crops, and opportunity costs that are affected, in order to calculate the compensation value for those affected by the improvement and repair project of National Highway No. 13 South (km 21 to km 71), from Xaythany District, Khok Si Vilay Village to Pakngum District, Somsavath Village, Vientiane Capital (km 21 to km 60).

Article 3 Definition of Terms
The terms used in this Agreement shall have the following meanings:
1. "Compensation" means monetary or in-kind compensation for land, buildings, and crops affected by the project at replacement cost;
2. "Affected Person" means an individual, legal entity, or organization affected by the National Highway No. 13 South Improvement and Rehabilitation Project (km 21 to km 71) from Khok Si Vilay Village, Xaythany District to Som Savat Village, Pakngum District, Vientiane Capital (km 21 to km 66);
3. "Unit Price" means the value determined for calculating compensation for land, buildings, and crops affected by the project;
4. "Property" means land, buildings, crops, and other assets of the affected person;
5. "Land Use Right" means the land use right of Lao citizens legally managed in accordance with the law;
6. "Building" means a product of construction work, such as: buildings, walls, fences with grips, and components forming part of technical infrastructure systems;
7. "Crop" means industrial trees, fruit trees, timber trees, garden plants, fodder plants, and rice;
8. "Transitional Assistance" means assistance from the project owner to affected persons regarding houses, shops, and service establishments during the construction period of new houses, shops, or service establishments that cannot operate;
9. "Special Assistance" means in-kind or monetary assistance to affected persons classified as disadvantaged, poor, orphaned, or families relocated from houses, shops, and service establishments;
10. "Income Loss" means loss of income due to cessation of business during the project construction period;
11. "Public Utility System" means the provision of necessary public service facilities such as electricity, water supply, telephone, national transmission line (fiber optic cable), and others.
