Article 1 Objective
This agreement defines regulations on registration, verification, and inspection of electricity meters that are produced, imported, exported, and used in the Lao PDR to ensure accuracy, clarity, and conformity with national standards, regional and international regulations, aiming to make electricity meters have quality, safety, protect the rights and interests of the state, business operators, and consumers, contributing to the socio-economic development of the nation.

Article 2 Registration, Calibration and Review of Electricity Meters
Registration, calibration and review of electricity meters are the tracking, inspection and recording of electricity meter data to confirm its accuracy, clarity, in accordance with national standards, regional and international regulations.

Article 3 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Electricity meter means a measuring device used to record electrical energy from the consumption of electrical energy, depending on voltage, current, and time of use, recording energy in kilowatt-hours and kilovar-hours from the electricity meter to serve as a unit for calculation in the purchase and sale of electrical energy between electricity business operators and electricity consumers;
2. Calibration means the process of checking the accuracy of measuring instruments and equipment by comparing them with relevant measurement standards that have higher quality or precision;
3. Verification means the process of re-calibrating measuring instruments and equipment that are produced and used to confirm accuracy according to measurement standards;
4. Current means the electric current flowing through the electricity meter during the period of use;
5. Seal on measuring equipment means a mark that protects measuring equipment to prevent any change, modification, removal of any part or multiple parts;
6. Verification mark means a mark used on measuring instruments and equipment that certifies the accuracy of the instruments and equipment that have passed inspection;
7. Business operator means a person who produces, imports, exports, and uses electricity meters in the Lao PDR.
