Article 2 Management of Charcoal Production Plants and Charcoal Kilns
Management of charcoal production plants and charcoal kilns means the management of raw materials, establishment, and operation of plants in accordance with technical standards, as well as promoting, monitoring, and inspecting compliance with laws and regulations.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Charcoal production plant means a plant that produces charcoal briquettes and charcoal blocks by processing wood, wood scraps, plant residues, and sawdust into charcoal briquette and charcoal block products for domestic sale and export;
2. Charcoal kiln means a temporary white charcoal kiln, black charcoal kiln, and family-type black charcoal kiln, which come in various forms such as built with clay, bricks, iron drums, sawdust, rice husks, etc., for producing charcoal as a commodity and for household use;
3. Charcoal fines means charcoal broken into small pieces;

This agreement applies to individuals, legal entities, and organizations, both domestic and foreign, that operate charcoal production factories and charcoal kilns in the Lao PDR.
