Article 2 Standards for safety of postal items and speed of postal services
Standards for safety of postal items are indicators for inspecting, measuring, evaluating and classifying the quality level of packaging, containment and arrangement of postal items to be appropriate to the type, category, size, weight of postal items in order to prevent and protect postal items from breaking, tearing, missing, leaking, deforming or being damaged.
Standards for speed of postal services are indicators for inspecting, measuring, evaluating and classifying the quality level of acceptance, processing and distribution of postal items in order to ensure delivery of postal items within the prescribed time limit.

Definition of Terms
The terms used in this agreement are defined as follows:
1. "Packaging material" means material or container used to protect items to help prevent impact, friction, leakage or damage during transportation and storage, such as shock-proof plastic sheets, paper, foam beads, foam sheets, sponge, air bags or other items;
2. "Packaging container" means something used to contain consignments to help prevent damage and deterioration, enabling convenient and safe storage, transportation and distribution, such as envelopes, bags, boxes, chests, baskets or other items;
3. "Ordinary service" means the service of receiving, processing and delivering postal consignments of a general nature and delivered in the usual manner;
4. "Express service" means the service of receiving, processing and delivering postal consignments with speed, which can be tracked and must be delivered urgently to the recipient.

Scope of Application
This agreement applies to individuals and legal entities that provide and use postal services in the Lao PDR.
