Article 2 Operation of Information and Communication Technology Service Business
The operation of information and communication technology service business means providing services of import, distribution, consultancy, training, security services, software creation and services, installation and repair services, internet services and other services related to information and communication technology.

Article 2 Definition of Terms
The terms used in this agreement are defined as follows:
1. Information and Communication Technology or ICT means technology used for creating electronic information systems, computing, sorting, storing, and exchanging information through communication networks, including computers, telephones, communication equipment, broadcasting equipment, television, networks, and other electronic devices, as well as related services;
2. Operator means a person, legal entity, or organization licensed by the technology and communication sector to provide services or conduct business related to information and communication technology;
3. ICT equipment import service means bringing ICT equipment from abroad into the country for use or delivery to individuals, legal entities, or organizations within the Lao PDR;
4. ICT equipment distribution service means selling ICT equipment wholesale or retail to individuals, legal entities, or organizations within the Lao PDR;
5. ICT installation service means installing ICT equipment or software in a specific location or computer for use according to specific purposes, such as installing signal towers, server systems, internet network systems, computer operating systems, or closed-circuit television networks;
6. ICT repair service means maintaining and repairing ICT equipment or software, such as repairing computers, network systems, or server systems to ensure they are ready for use at all times;
7. ICT consulting service means collecting, analyzing data, providing advice, or giving ICT assistance to individuals, legal entities, or organizations;
8. ICT training service means offering short-term ICT teaching or training courses to individuals, legal entities, or organizations;
9. Software creation and service means creating, developing, distributing, and servicing software;
10. Internet service means a form of telecommunication service that provides users with access to the internet via wired or wireless connections;
11. ICT security service means providing security services for computer networks, hardware systems, software, and information;
12. Information and communication technology equipment means equipment related to information and communication technology, such as computers, laptops, tablets, smartphones, processing devices, storage devices, network devices, internet connection devices, and others;
13. Hardware means parts or components of computers and other electronic devices, such as memory, monitors, keyboards, printers, telephones, televisions, and other related equipment;
14. Software means a set of instructions or programs that command a computer or other electronic device to perform a specific operation.

Article 4 State Policy on Information and Communication Technology Service Business
The State encourages and promotes individuals, legal entities or organizations, both domestic and foreign, to invest in the operation and development of information and communication technology service business by creating favorable conditions and providing policies in accordance with laws and regulations.
The State encourages and promotes research, innovation and development of information and communication technology, as well as promotes its services and application in socio-economic development.
