Article 2 Factory Environmental and Safety Management Unit
The Factory Environmental and Safety Management Unit is the unit responsible for managing, monitoring, inspecting, and resolving environmental and safety issues of the factory.

Article 2 Definition of Terms
The terms in this agreement are defined as follows:
1. Processing industrial factory means a building or place for carrying out production, processing, transformation of raw materials or semi-finished products from their original state into new products, using machinery or human labor, through processes of production, assembly, repair, restoration, improvement, packaging, sorting or reprocessing;
2. Environmental management means the determination and implementation of measures to prevent and reduce pollution and waste from factory operations, including monitoring and solving the impacts that occur;
3. Safety management means the prevention of labor accidents and ensuring labor safety and hygiene;
4. Pollution means chemicals, dust, smoke, including noise, light, odor, vibration that contaminate soil, water, air with concentration values exceeding environmental standards;
5. Pollution treatment system means the process of treating, reducing or eliminating pollution generated by the factory, consisting of methods and machinery or equipment, for example: wastewater treatment system, air pollution and hazardous waste disposal;
6. Environmental and safety management staff means personnel responsible for environmental and safety work at the factory and appointed by the factory operator;
7. Person responsible for environmental and safety management at the factory means personnel appointed by the factory operator and trained as the person responsible for environmental and safety management at the factory by the Department of Industry, Ministry of Industry and Commerce.

Article 4 Scope of Application
This agreement applies to individuals, legal entities and organizations, both domestic and foreign, that operate processing industrial factories in the Lao PDR.
