Article 2 Building Control
Building control is the inspection and approval of principles, regulations, technical standards and operational measures in the construction, management and use of controlled buildings to ensure that controlled buildings are stable, safe for residents, users, disabled persons and the elderly, convenient, comfortable, aesthetically pleasing, in harmony with the surrounding environment, preserving the cityscape and protecting the environment.

Article 2 Interpretation of Terms
The terms used in this Law on Building Control shall have the following meanings:
1. “Construction” means the implementation of building, installation, repair, demolition, extension, renovation, alteration, restoration of any part or the whole of a building, and change of use purpose.
2. “Construction supervision” means periodic inspection of construction progress from the start date to the completion date.
3. “Building height” means the distance from the floor of the lowest storey in contact with the ground to the ceiling of the highest storey of the building.
4. “Architect” means a person holding a bachelor's degree in architecture, having completed two years of internship, being a member of the Lao Architects and Civil Engineers Association, and registered with the Lao Architects and Civil Engineers Council for professional practice.
5. “Ground floor” means the first storey of a building, which must be at least 150 centimeters above ground level.
6. “Inspector” means a person appointed by the competent local administrative authority to be an inspector or assigned to inspect.
7. “Wall” means a vertical part used for enclosure, division of space, or as a barrier.
8. “Floor or storey” means a part of a building between the upper surface of one storey and the upper surface of the storey or roof above it.
9. “Engineer” means a person holding a bachelor's degree in engineering, having completed two years of internship, being a member of the Lao Architects and Civil Engineers Association, and registered with the Lao Architects and Civil Engineers Council for professional practice.
10. “Building” means a permanent or semi-permanent structure constructed for residential or other purposes, comprising foundation, columns, beams, walls, roof, stairs, and others.
11. “Controlled building” means a large building capable of accommodating a large number of people, a building higher than 20 meters, posing high risks to life and property of occupants and society.
12. “Foundation” means the part of a building used to transmit the load of the building to the ground.
13. “Structure” means a constructed, built, building, or thing invented or assembled from parts joined together into a definite shape.
14. “Construction drawing” means a document comprising drawings drawn to scale clearly and specifying various technical annotations, for the purpose of constructing a new building or altering an existing building.
15. “Floor plan” means any drawing viewed from above.
The interpretation of terms relating to structural safety and fire safety are provided in Annexes 2 and 3, respectively.

Article 4 Principles of Building Control
Building control must comply with the following principles:
1. Must inspect all design documents, inspect and certify the correctness of plans before submitting for construction permit;
2. Must inspect construction to conform to regulations and technical standards of construction, and upon completion of construction, must inspect and certify the correctness of that building;
3. Must inspect and certify the condition of the building, internal amenity systems, and safety systems during the management of building use.
