Articles

Article 1

Article 1. Purpose
This Law prescribes principles, regulations, and measures regarding the management, supervision, and inspection of public health work, aiming to organize the implementation of such work systematically, effectively, and efficiently, in order to ensure that citizens enjoy good health and longevity, are able to integrate with the region and the international community, and contribute to the defense and development of the nation.

Article 2

Article 2. Public Health
Public health refers to the process of applying science, art, and skills in public health services and public health service support work, with participation from individuals, legal entities, organizations, the State, the private sector, society, and communities.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Art means the behavior and communication of public health personnel in the performance of their duties, characterized by good technique, quality, diligence, and the creation of satisfaction;
2. Skill means the level of proficiency in applying specialized abilities and professional techniques in carrying out public health work, achieving efficiency and effectiveness;
3. Technical income means income derived from the following sources:
- Income from medical services, i.e., fees for examinations, treatments, laboratory tests, endoscopy, surgery, nursing, medical products, etc.;
- Income from non-medical services, i.e., fees from parking lot rentals, restaurants, shops, service counters, etc.;
4. Professionalism means the competence to perform public health work according to standards, utilizing knowledge, abilities, professional proficiency, and professional ethics;
5. Midwife means a person who assists in childbirth in a traditional manner, possessing competence through inheriting knowledge and experience from community members and receiving basic training;
6. Indicator means statistical data established to determine the goals of each stage of public health work;
7. Medical civil servant means a Lao citizen with a medical education qualification at a certain level, who is recruited for work or appointed to a position in the public health field, state treatment service institutions, public health education institutions, and the Lao Red Cross, and receives salary and allowances from the state budget;
8. Public health emergency means an event occurring due to an outbreak of a disease that spreads widely and rapidly, as well as events caused by natural disasters and/or human actions that occur suddenly, resulting in a large number of deaths and illnesses requiring physical and psychological treatment and life-saving interventions;
9. Folk healer means a person with knowledge and abilities who uses inherited treatment methods, medicinal wisdom, and folk herbal medicine to promote and maintain the health of the people at the local level;
10. Mission means the work tasks that must be organized and implemented to achieve the vision;
11. One Health means the process of collaboration across multiple fields where humans, animals, and the environment are closely connected, interdependent, and inseparable, aiming to achieve good health and maintain sustainable balance;
12. Genetic gene means the basic characteristics of living organisms, serving as a code inherited or transmitted between generations;
13. Innovation means the application of knowledge, abilities, production process methods, and scientific and technological experience to conduct research, invention, services, and develop quality products and goods, introducing them to society in new forms;
14. Ethics committee means a committee responsible for reviewing and approving research project proposals, with the purpose of protecting the rights, interests, and safety of participants in public health scientific research.
