Article 2 Pre-school Education
Pre-school education is the care, learning and teaching of children in pre-school educational institutions with the aim of developing children's growth and development in terms of physical, intellectual, emotional, language and social life learning to prepare them for primary education.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Nursery refers to a childcare class of an early childhood education institution located in a community;
2. Child Development Center refers to a childcare class of an early childhood education institution located in a community that does not have conditions to establish a nursery;
3. Kindergarten refers to a kindergarten class of an early childhood education institution located in a community;
4. Pre-primary class refers to a place receiving children aged from five to under six years old, located in a primary school in a community that does not have conditions to establish a kindergarten;
5. Learning through play group refers to a place receiving children aged from five to under six years old, located in a community that does not have conditions to establish a kindergarten or pre-primary class;
6. International early childhood education curriculum refers to a learning-teaching curriculum for early childhood education of a country that is internationally recognized;
7. Child development refers to promoting children's development in physical, hygiene and safety, emotional-psychological, social, intellectual-general knowledge, and language aspects;
8. Child with disability refers to a child with physical, mental, or intellectual impairments, aged from three months to under six years old.

Article 4 Principles on Pre-school Education Work
The operation of pre-school education work shall follow the following principles:
1. Be consistent with the national guidelines, policies, laws, socio-economic development plan, national human resource development strategy, education and sports sector development plan, and the pre-school education development plan for each period;
2. Operate according to the three characteristics, five educational foundations, and implement the pre-school education curriculum;
3. Combine learning with practical training, continuity, and preparation for primary school enrollment;
4. Ensure non-discrimination on the basis of nationality, race, religion, ethnicity, gender, and physical condition, and create conditions for disadvantaged children and children with disabilities to receive pre-school education;
5. Ensure coordination between education in pre-school education institutions and education in families, communities, and society.
