Article 2 Private Education
Private education is education in the national education system invested by private entities, both domestic and foreign, with permission from the Ministry of Education and Sports.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. International curriculum means a curriculum of a country that is internationally recognized;
2. Bilingual curriculum means a curriculum that uses Lao language together with a foreign language in the organization of teaching and learning, as approved by the Ministry of Education and Sports;
3. National education curriculum means a curriculum developed and revised by the Ministry of Education and Sports, which determines the content and format of teaching and learning organization, and is approved for use nationwide.

Article 4 Principles on Private Education Work
The operation of private education work shall follow the following principles:
1. Be in line with the national guidelines, policies, laws, national socio-economic development plan, national human resource development strategy, and the education and sports sector development plan in each period;
2. Ensure the organization of teaching and learning according to the three characteristics and five educational foundations set by the Ministry of Education and Sports;
3. Ensure the teaching and learning of theory alongside practical application to achieve good results;
4. Ensure accuracy, transparency, fairness, and verifiability;
5. Ensure the development of human resources that can respond to the needs of the labor market and attract investment both domestically and internationally.
