Article 2 Management of Disaster Fund
The Disaster Fund is a state fund established to ensure sufficient and sustainable budget for effectively providing relief to victims of various disasters, such as natural disasters and man-made disasters.
The management of the Disaster Fund is the management of revenues and expenditures received from assistance to ensure transparency, verifiability, and compliance with other relevant laws.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:

1. Natural disaster means: natural events, phenomena and changes, such as: floods, droughts, storms, earthquakes, landslides, pest infestations, epidemics;

2. Man-made disaster means: emergencies and environmental hazards caused by human actions, such as: fire, forest fires, radioactive fallout, radiation, chemical spills, unexploded ordnance, accidents;

3. Fire means: a dangerous event caused by uncontrolled fire that spreads and causes damage to life and property;

4. Hazardous event means: any phenomenon or situation that causes significant destruction or damage;

5. Severe disaster means: a disaster occurring in any area that causes damage to health, life, property, socio-economy and environment beyond the response capacity of various levels of administrative bodies;

6. Disaster risk means: the possibility of events that may occur from natural and man-made causes that will lead to damage;

7. Response means: the process of preparation, planning and defining measures to prevent and respond to disaster events in order to mitigate various losses through monitoring, warning, command, control, search, rescue and initial assistance;

8. Raw data means: data and databases or figures obtained from surveys and reports that have not yet been analyzed, researched and verified;

9. Provincial Disaster Fund abbreviated as: "กพข";

10. Provincial Disaster Management Committee means: persons appointed by the Governor to be responsible for disaster work, with the Deputy Governor as Chairperson, the Director of the Provincial Labor and Social Welfare Department as Permanent Vice Chairperson, and the Head of the Social Welfare Division as Secretariat.

Article 4 State Policy
Provincial, district-municipal administrative organizations shall provide personnel, budget, vehicles, service equipment according to their capacity and provide necessary information for the disaster fund management work.
Encourage and promote individuals, legal entities, domestic and foreign organizations to participate in contributing capital, intellect and all their forces to the disaster fund.
