Article 2 Management of technical regulations on electromagnetic field strength safety of mobile phone signal transmitting and receiving stations is the inspection and certification of technical regulations on electromagnetic field strength of mobile phone signal transmitting and receiving stations in accordance with the technical regulations on safety specified in each period.

Article 2. Definition of Terms

The terms used in this agreement have the following meanings:

1. Mobile telephone signal transmitting and receiving station, hereinafter referred to as "base station", means a fixed land station in land mobile communication that transmits radio communication frequencies to cover a wide area, for the purpose of receiving and transmitting voice, data and signals with mobile telephone units (2G, 3G, 4G, 5G, etc.) using radio communication frequencies, consisting of equipment such as antenna mast, antenna, signal transmission line, etc. Mobile telephone signal transmitting and receiving stations include BTS (2G), NodeB (3G), eNodeB (4G), gNodeB (5G), etc.;

2. Technical regulation means the specification of technical characteristics or operating conditions, methods, procedures of equipment or communication systems, which is an official document of an organization, country or group of countries and is binding within that area;

3. Radio communication frequency means electromagnetic waves propagating in air, space and water, used for communication work, with frequencies from 8.3 kHz to 3,000 GHz;

4. Wavelength means the length of an electromagnetic wave, related to the radio communication frequency (f) and the speed (v) of the electromagnetic wave by the formula λ = v/f;

5. Electric field strength means the force exerted on a positive electric charge at a point in an electric field, with unit (V/m);

6. Magnetic field strength means the magnitude of the vector along the Z axis representing the quantity of magnetic field at a point in free space, with unit (A/m);

7. Power density means power per unit area in the direction of frequency propagation, with unit (W/m²);

8. Plane wave means an electromagnetic wave in which the electric and magnetic field vectors lie in a plane perpendicular to the direction of propagation. The relationship between power density and electric and magnetic fields in a plane wave is given by S = E × H;

9. Near field means the region of electric and magnetic fields occurring close to the antenna, where the electric and magnetic fields do not have the characteristics of a plane wave;

10. Far field means the region of electric and magnetic fields occurring far from the antenna, where the electric and magnetic fields have the characteristics of a plane wave;

11. High-risk base station means:
- A fixed base station installed in a densely populated area such as hospitals, factories, schools, shops, large markets in urban areas, railway stations, bus stations, airports, within a radius of 100 m from the base station;
- A fixed base station installed in an area with more than 500 residents, within a radius of 100 m from the base station.

Article 4. Scope of Application
This agreement applies to the management of electromagnetic field safety of mobile phone signal transmitting and receiving stations of telecommunications and communication service providers in the Lao PDR.
