Article 2 Management of Official Gazette Work
Management of official gazette work is the process of promoting the publication of normative acts with general binding force in the official gazette, managing, servicing, maintaining and preserving original normative acts.
Official gazette is an official document of the government which is a medium for publishing normative acts that have been approved and promulgated for the public to know and implement, which can be made in electronic form or printed on paper.
The agency responsible for the official gazette has the duty to publish normative acts that have been approved or promulgated in the official gazette.

Article 2 Interpretation of Terms

The terms used in this agreement have the following meanings:

1. Normative act of general binding force means a normative act issued to govern the state, economy and society, having binding force throughout the country or in a specific area, without targeting any particular organization or individual;

2. Agency responsible for drafting and amending normative acts means an organization that has the right to propose the drafting and amendment of draft laws as stipulated in Article 59 of the Constitution of the Lao People's Democratic Republic;

3. Website means an information system consisting of one or more web pages;

4. Electronic form means anything related to technology using electric current, digital, electromagnetic waves, wireless systems, fiber optics, electromagnetism or similar.

Article 4 Legislation
Legislation that has been approved and promulgated shall be published in the Official Gazette to have effect. Legislation is a normative act with general binding force, consisting of:
1. Constitution;
2. Laws, including codes;
3. Resolutions of the National Assembly;
4. Resolutions of the National Assembly Standing Committee;
5. Decrees of the President;
6. Decrees of the Government;
7. Resolutions of the Government Session;
8. Decisions and orders of the Prime Minister;
9. Decisions, orders, and instructions of Ministers and heads of government agencies;
10. Resolutions of the Provincial People's Assembly;
11. Resolutions of the Provincial People's Assembly Standing Committee;
12. Decisions, orders, and instructions of the Governor of the province and the Mayor of the capital.
