Article 2 Registration, Calibration and Verification of Dispensers in Warehouses and Fuel Stations
Registration, calibration and verification of dispensers in warehouses and fuel stations are the tracking, inspection and recording of data of dispensers in warehouses and fuel stations to confirm their accuracy, clarity and compliance with regional and international regulations.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. "Dispenser" means a measuring device specifically designed for use as a tool to measure the quantity of fuel flowing through the dispensing system, with the unit of liter (L), used as a unit of calculation in the purchase and sale between business operators, producers, importers-exporters, distributors and consumers in the Lao PDR;
2. "Calibration" means the adjustment of the reading or level of fuel of the fuel dispenser to be correct according to the prescribed standards;
3. "Flow rate" means the total quantity of fuel flowing through the fuel dispenser during each operation, liters per minute (L/min);
4. "Sealing device" means a device with a mark by lead seal, plastic seal, crimp seal, etc., used as evidence to certify the accuracy of the fuel dispenser;
5. "Fuel dispenser registration certificate" means a document indicating that the dispenser at the warehouse and fuel station has been registered;
6. "Fuel dispenser verification certificate" means a document indicating that the dispenser at the warehouse and fuel station has passed the accuracy and precision verification;
7. "Certification of fuel dispenser re-inspection result" means the certification of the accuracy of the re-inspection result of the dispenser at the warehouse and fuel station, or the affixing of a sticker certifying the re-inspection result of the dispenser at the warehouse and fuel station;
8. "Re-inspection" means the re-verification of measuring instruments and equipment produced and used to certify accuracy according to measurement standards;
9. "Official" means an officer of the Department of Standards and Metrology or the Provincial, Capital Industry and Commerce Department, District, City Industry and Commerce Office who has been appointed and assigned to perform duties.

Article 3 Scope of Application
This agreement applies to individuals, legal entities and organizations, both domestic and foreign, that conduct fuel business in the Lao PDR.
