Article 2 Water and Water Resources Information System
The water and water resources information system is an essential basic tool that utilizes modern technology to serve water and water resources management in order to ensure quality, convenience, timeliness, speed, and accuracy in the use of water and water resources information with efficiency and effectiveness.
The water and water resources information system comprises the national water and water resources information system, local-level water and water resources information databases, and sectoral water and water resources information databases.

Article 2 Definition of Terms
The terms used in this agreement are defined as follows:
1. "Database" means a place for storing data in electronic form systematically that can be managed, updated, and used;
2. "Server system" means a computer system with high capacity for managing tasks, connected to a network and various software and programs to provide services to other computers;
3. "Main server" means a centralized data storage system for water information and water resources at the central level, enabling the natural resources and environment sector, relevant sectors, individuals, legal entities, and organizations to access and use the water information and water resources system according to their authority;
4. "Network system" means a system connecting computers and/or other electronic devices through wired or wireless transmission systems;
5. "Program interface system" means a mechanism that allows two program systems to communicate with each other;
6. "Protection measures for water database system and water resources" means the use of tools or special computer programs to counter and prevent unauthorized access to the water information and water resources database system.

Article 4 Scope of Application
This agreement applies to individuals, legal entities and organizations, including stateless persons, foreigners, foreigners of Lao ethnicity, and organizations of such persons who live and carry out work on water information and water resources within the territory of the Lao PDR.
