Article 2 Land Information System
Land information system is an essential basic tool that utilizes modern technology to serve land management and administration, to ensure quality, convenience, timeliness, speed, and accuracy in the use of land information in land work, with efficiency and effectiveness.
Land information system consists of national land information system, local land information database, and sectoral land information database.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Server system means a computer system with high processing capability, connected to a network, and providing services to other computers through software and programs;
2. Main server means a centralized storage system for land information and data at the central level, enabling the Ministry of Natural Resources and Environment, relevant sectors, individuals, legal entities, and organizations to access and use the land information system within their respective scopes of authority;
3. Backup server means a server established to centrally back up land information and data at the central level to prevent loss and to use such information and data when the main server has problems or is unavailable;
4. Provincial server means a server established to back up land information and data at the provincial level to prevent loss and to use such information and data when the main server has problems or is unavailable;
5. Network system means a system connecting computers and/or other electronic devices through wired or wireless transmission systems;
6. Application Programming Interface (API) means a mechanism that allows two program systems to communicate with each other;
7. Land database system protection measures means the use of specialized tools or computer programs to prevent and block unauthorized access to the land information database system;
8. Web application means a program written to run on a website, referred to as an online internet system and intranet, which users can use through browsers such as Google Chrome, Mozilla Firefox, Microsoft Edge on various devices such as computers, tablets, mobile phones, and others;
9. Online means indicating a state of connection to a network, for example, connection to the internet;
10. Realtime means the exchange of data between a server and a computer simultaneously through an internet network connection.

Article 3 Scope of Application
This agreement applies to individuals, legal entities and organizations, including stateless persons, foreigners, foreign nationals of Lao descent, and the organizations of such persons, who reside and operate within the territory of the Lao PDR.
