Article 2 Management of international trade in endangered aquatic animals, wild animals and wild plants
Management of international trade in endangered aquatic animals, wild animals and wild plants is the organization and implementation of principles, regulations and measures concerning international trade in endangered aquatic animals, wild animals and wild plants in accordance with the lists and practices of CITES, correctly, effectively and ensuring sustainability.

Article 2 Definition of Terms
Terms used in this Decree shall have the following meanings:
CITES means the Convention on International Trade in Endangered Species of Wild Fauna and Flora, adopted in Washington, D.C. on 3 March 1973, and the Lao PDR became a Party on 1 March 2004;
CITES Secretariat means the Secretariat that serves as a central point for collecting and compiling information, news and reports, facilitating the organization of meetings and all activities of the Parties, and notifying all relevant activities of the Parties through the website, with its headquarters located in Geneva, Switzerland;
Party means a country that has signed and ratified CITES;
Conference of the Parties means the meeting held at least every two years to decide on important issues relating to CITES as provided for in CITES;
CITES Management Authority means a unit under the Department of Forestry, Ministry of Agriculture and Forestry, established by the Minister of Agriculture and Forestry, responsible for implementing CITES work;
CITES Scientific Authority means a unit under the Faculty of Forest Science, National University of Laos, established by the Minister of Education and Sports, responsible for scientific research and certification;
Commercial purpose means carrying out activities related to international trade in endangered aquatic animals, wild animals and wild plants, including their specimens, parts and products, for money or other forms for economic benefit;
Non-commercial purpose means carrying out activities related to aquatic animals, wild animals and wild plants that are endangered internationally, including their specimens, parts and products, for scientific research, training or education, investigation, repatriation of aquatic animals, wild animals and wild plants between the CITES Management Authority of the Lao PDR and the CITES Management Authority of foreign countries;
Aquatic animals means all species that are born and grow in water or have a life cycle stage in water, naturally or taken from nature for rearing and breeding, including eggs, sperm, larvae of aquatic animals;
Wild animals means all species that are born, live and grow in forests, wildlife habitats or are taken for rearing and breeding, consisting of mammals, reptiles, birds and other wild animals;
Wild plants means all trees and plants that grow in forests and in water, including plants and trees taken from forests and water for planting or artificial propagation;
Specimen means a dead whole animal and plant;
