Article 1
Article 1 Purpose
This Law stipulates principles, regulations, and measures concerning the organization, activities, management, monitoring, inspection, protection, promotion, and development of Lao youth, in order to unite, educate, train, and enhance the ideological awareness of Lao youth, enabling them to possess good morals, knowledge, and capabilities, a spirit of patriotism, discipline, and an understanding of the fine cultures of the nation and ethnic groups, aiming to strengthen unity, maintain initiative, establish correct values, become excellent successors of the nation, and contribute to the defense and development of the country.

Article 2: Lao Youth
Lao youth refers to Lao citizen children who are nine years of age or older but under fifteen years of age, regardless of gender, ethnicity, religion, belief, social status, or physical and mental disabilities.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law have the following meanings:
1. Pioneer youth organization member means a Lao youth who is a member of the Pioneer youth organization;
2. Lao children means Lao children of all ethnic groups who are six years of age or older but under nine years of age;
3. Pioneer children means Lao children who have been accepted as members of the Pioneer children by the youth organization;
4. Pioneer youth organization activity methods means the specific forms of activities unique to the Pioneer youth organization, primarily including Pioneer youth camping, Pioneer youth admission ceremonies, band performances, etc.;
5. Intoxicating substances means substances containing alcohol or narcotic components that, when mixed and consumed, cause a state of intoxication;
6. Narcotic drugs means substances derived from plants containing narcotic components or chemically synthesized substances that stimulate or depress the nervous system, causing severe effects on the body and nerves upon consumption, and leading to progressively increasing dependence;
7. Addictive substances means things originating from items, human behavior, or improper online social interactions that stimulate the nervous system or emotions and cause severe negative impacts on the body and nerves;
8. Online social media means a type of medium through which individuals, legal entities, and organizations communicate with each other via the internet and disseminate information and messages to society using computers and other communication devices;
9. Weapons means instruments, tools, vehicles, or vehicle systems manufactured or used for defense, combat, killing or destruction, training, or sports competitions, such as military weapons, sports weapons, and civilian weapons;
10. War remnants means unexploded bombs, bullets, chemical substances, and other remnants of war.
