Article 2 Cargo Terminal
Cargo terminal, internationally known as "cargo terminal", is a multimodal transport center that connects with multiple modes of transport for receiving, consolidating, storing, lifting, transshipping, distributing, and having inspection of movement of goods by customs officials and other relevant officials in the international trade process in accordance with laws, conventions to which the Lao PDR is a party, and relevant international agreements.

Article 2 Interpretation of Terms
The terms used in this Decree shall have the following meanings:
1. Logistics means a management system for the process of moving goods with planning, control, storage, packaging, handling, transportation, services and provision of related information efficiently and effectively from origin to destination according to customer needs in a chain;
2. Goods means objects, things, plants, animals, aquatic animals, other products to meet the needs or necessities of consumers, which have economic value;
3. International Trade means the import or export of goods from the Lao PDR, including temporary import, temporary export and transit;
4. Container Yard means a place for storage and repair of containers;
5. Developer means a legal entity licensed to invest in the development of a port under the Law on Investment Promotion and other relevant laws;
6. Project Investor means a legal entity licensed to invest in any project within the area of the port under the Law on Investment Promotion and other relevant laws.

Article 3 State Policy on Dry Port Work
The State creates conditions and facilitates developers and investors to access funding sources, both domestic and foreign, to invest in the development of dry ports and areas within the dry port scope, aiming to strengthen the development of cargo transport and logistics to link and connect with the region and internationally.
The State pays attention to developing dry port work in the form of state investment by building human resources, constructing infrastructure, providing necessary budgets and materials, as well as creating conditions and facilitating such work to proceed efficiently and effectively.
The State protects the rights and interests of developers and investors as stipulated in this Decree and the Law on Investment Promotion.
