Article ມາດຕາ 1

Article 1 Purpose
This agreement establishes regulations on the management, monitoring, and inspection of the packaging, wrapping, printing of health warnings, and labeling of industrially manufactured tobacco products in order to make the content of the Law on Tobacco Control detailed, ensure the implementation of the said law to be convenient, uniform, efficient, and effective.

Article 2 Definition of Terms
In this agreement, the following terms shall have the meanings as follows:

1. Pictorial health warning means a picture showing the harms or diseases caused by tobacco use, secondhand smoke exposure, and economic-social and environmental consequences;

2. Text health warning means the warning text explaining each picture about the harms or diseases caused by smoking, secondhand smoke exposure, and economic-social and environmental consequences;

3. Label means the text printed on the outside of each pack and carton to inform tobacco product users about the harms of tobacco to the health of users and those exposed to secondhand smoke caused by chemicals in tobacco smoke;

4. Filter wrapping paper means white, cork-colored, or other similar colored paper used to wrap the tobacco filter, with dimensions as specified by the Ministry of Health;

5. Cigarette paper means white paper without any decoration, including text, pictures, images, symbols, marks, trademarks, patterns, embossing, designs, labels, or other items other than those specified in this agreement;

6. Symbol means an electronic scanning system that serves as a channel leading to advertising, persuasion, and attraction to use tobacco products.

Article 3 Scope of Application
This agreement applies to industrially manufactured tobacco products produced domestically and imported from abroad, including in duty-free shops.
This agreement does not apply to tobacco products in the following cases:
1. Tobacco products imported for transit to a third country or imported as samples for testing, analysis, or research, with clear documentation of production and import;
2. Tobacco products brought into the Lao PDR by travelers exclusively for personal use or consumption, in quantities of ten packs or one carton per person, in accordance with laws and regulations.
