Article 2 Saving and Anti-Extravagance
Saving means reducing expenses in the use of state budget, funds, assets, labor, time, natural resources, energy and other limited resources to achieve high efficiency by using such natural resources with the same or less funds, but obtaining more and better returns, according to the rates, targets, unit prices, quantities and levels that have been set or as necessary, but still enabling the work to achieve success according to the goals.
Anti-extravagance means raising awareness in planning, implementing state budget expenditures, funds and assets, labor, time, natural resources, energy and others to avoid spending without reason, not creating return benefits for the state and society.
Saving and anti-extravagance are the obligations and duties of all civil servants to accumulate capital for the development of agriculture, forestry and rural development.

Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Economy means the use of budget, capital and state property, labor, official time, natural resources, energy and other limited resources to achieve maximum efficiency by using such resources at a rate lower than the established standard but still enabling the work to achieve the goal.
2. Waste means the use of budget, capital and state property, labor, official time, natural resources, energy and other resources in excess of the established standard without benefit and without high efficiency.
3. State property means property arising naturally or created by man that is the ownership of the state and the national community, consisting of immovable and movable property, tangible and intangible, on the ground, underground, on water, underwater and in the airspace within the territory of the Lao PDR, including state property of the Lao PDR located abroad.
4. State land means land that is still natural and must be registered in the state property inventory.
5. State developed land means land that has been developed and must be registered in the state property inventory.
6. State budget expenditure means state budget expenditure and investment expenditure from the state budget and development assistance funds (loans and grants) of state organizations, the Lao Front for National Construction and mass organizations at central and local levels, as specified in the state budget plan approved by the National Assembly each year.
7. Capital means money or materials of the state and money or materials of individuals, legal entities or social organizations used for any investment.
8. State capital means capital from the state budget, development assistance grants, credit capital guaranteed by the state, capital of state enterprises, capital of state joint ventures and other capital managed by the state.
9. Time means time for performing official duties, time for working at state enterprises, private companies, factories, plants and labor units, general time used by society in daily life and for carrying out other activities.
10. Natural resources means land, water resources, forests, minerals, forest products and other resources.
11. Organization means party-state organizations, administrative technical units, armed forces units, mass organizations, social organizations, professional associations, state enterprises and other economic organizations.

The objectives of economy and anti-extravagance in the use of state budget and property under the responsibility of the Office, various departments, institutes, centers, and second-level technical units under the Ministry of Agriculture and Forestry are as follows:

2. Property, natural resources, and energy;
3. Labor, time, and various ceremonies.
