On Prohibition of Encroachment and Land Trading Without Authorization

To: All officials, military, police, businesspersons, individuals, legal entities, and all citizens throughout Attapeu Province.

- Pursuant to the Law on Local Administration (Amended) No. 68/NA, dated December 14, 2015, Chapter [/ Article 20 on the rights and duties of the Governor.

Pursuant to the Land Law (Amended) No. 70/NA, dated June 21, 2019.

Pursuant to the Resolution of the Party Central Executive Committee on Strengthening Land Management and Development.
During the implementation of Document No. 026/CPC, dated 03/08/2017.

The Provincial Governor issues an order:

1. Assign the Provincial Department of Natural Resources and Environment to take the lead in coordinating with the Offices of Natural Resources and Environment of 5 districts, district-level organizations, villages, and relevant parties to continue to implement and disseminate the Land Law No. 70/NA, dated 21 June 2019, and the Resolution of the Party Central Committee No. 026/CPC, dated 3 August 2017, so that officials, military personnel, police, businesspeople, individuals, legal entities, and the general public within their respective areas of responsibility have deep knowledge and understanding, and participate in the implementation to achieve good results.
2. Prohibition of land grabbing or encroachment: The illegal land grabbing in violation of laws and regulations shall be assigned to the Provincial Department of Natural Resources and Environment to take the lead in coordinating with the District Natural Resources and Environment Offices of 5 districts, villages, and relevant departments to inspect and eliminate land title documents that are inconsistent with the law; in case of damage, legal proceedings must be strictly and decisively carried out according to judicial procedures for the following issues:

2.1 Grabbing land in protected forest areas, primary forests, watershed forests, mining areas, cultural heritage sites, natural tourism areas, historical areas, and state reserves;

2.2 Encroaching and occupying land of state agency offices, unauthorized grabbing through forms such as digging soil
