Article ມາດຕາ 1
Article 13 Budget Management
1. Kindergartens, primary schools and secondary schools must have a specific finance committee to manage the budget obtained from social participation in education;
2. The organizational structure of school financial management generally consists of: supervisor, accountant and treasurer;
For primary schools with 3 or fewer teachers, the village education development committee shall be involved in budget management.
Pre-primary classes and play-based learning groups do not have a specific finance committee; they are under the finance of the primary school.
For the budget management of private pre-school and general education institutions, they shall comply with laws and regulations.

Article 14 Use of Budget
The use of budget obtained from social participation shall be implemented as follows:
1. It must be consistent with the school's educational development plan, in accordance with the objectives and targets agreed upon with the village-level education development committee;
2. It must be approved by the village-level education development committee before disbursement can be made.

Article 15 Organization for Management of Social Participation
The management of social participation in pre-primary and general education is under the overall authority of the provincial administration within the entire province, assigning the Provincial Department of Education and Sports to be directly responsible and proactive in coordinating with relevant sectors.

1. Provincial Department of Education and Sports;
2. District/Municipal Office of Education and Sports;
3. Educational institutions;
4. Village Education Development Committee.
