Article 2 Management of Social Assistance Fund
Management of social assistance fund is the management of funds obtained from the state budget, individuals, legal entities, social organizations both domestic and foreign, contributed to assist victims of disasters and disadvantaged persons.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. “Management” means the management of assets, materials, funds and others contributed from various sectors, both domestic and foreign, for allocation and use according to the objectives;
2. “Fund” means money or assets brought together as a single unit for the purpose of any assistance;
3. “Relief” means providing relief assistance to disaster victims and disadvantaged persons for initial rehabilitation;
4. “Disaster” means dangers arising from nature and human actions, such as: fire, flood, windstorm, drought, pests, epidemic, frost, hail, landslide, earthquake, volcanic eruption, which occur and cause damage to life, property, economy and environment;
5. “Children in need of special protection” means orphans, abandoned children, children with disabilities, abandoned children, children subjected to physical abuse, children subjected to sexual abuse, children who are victims of human trafficking;
6. “Disadvantaged persons” means children in need of special protection, persons with disabilities, elderly persons who cannot help themselves, lack caregivers or live in poor families;
7. “Relief supplies” means consumer goods such as: food, household items, clothing, building materials and occupational tools.

Article 4 State Policy
Provincial, district-municipal administrative organizations provide personnel, budget, vehicles, service equipment according to their capacity and provide necessary information into the work of managing the social promotion fund;
Encourage, promote individuals, legal entities, domestic and foreign organizations to participate in contributing capital, intellect and all their efforts into the social promotion fund.
