Article ມາດຕາ 1
Article 3 Responsibilities of district, municipality, city, Lao Front for National Construction, Veterans Federation, mass organizations and village administration
1. Participate and cooperate with the departments of Vientiane Capital as stipulated in Article 2 of this agreement in the organization, implementation and execution of the land allocation plan, natural resources and environmental management comprehensively to achieve the plan and targets.
2. Provide land data under their management and land use to the Department of Natural Resources and Environment of Vientiane Capital for integration into the planning of land use by type as stipulated by law.
3. Mobilize all sectors of society and local people to understand, contribute and participate in the implementation of the land allocation plan, natural resources and environmental management comprehensively of Vientiane Capital.
4. Exercise rights and perform duties as stipulated by law.

Article 2 Reporting
The Department of Natural Resources and Environment of Vientiane Capital, as the focal point, in coordination with relevant departments of Vientiane Capital, district and village administrations directly responsible for implementing this agreement, shall conduct evaluation and report on the implementation of the land allocation plan, comprehensive management of natural resources and environment of Vientiane Capital to the Vientiane Capital Administration, the Vientiane Capital People's Assembly, and the Ministry of Natural Resources and Environment on a periodic basis.

Article 3 Implementation
The relevant departments and organizations of Vientiane Capital, district-level administrative authorities, relevant district offices, and village administrative authorities, as specified in Articles 2 and 3 of this agreement, shall be responsible for implementing the land allocation plan, natural resources and comprehensive environmental management of Vientiane Capital in accordance with the five tasks stipulated in this agreement, achieving the goals and targets, in coordination with relevant sectors and all segments of society.
All departments, the Lao Front for National Construction, the Veterans' Union, mass organizations, district-level administrative authorities, relevant district offices, village administrative authorities, and all segments of society shall acknowledge and implement this agreement effectively.
