Article 2 Definitions
Sports Development Fund is a fund of the capital administration established for the purpose of accumulating contributions of funds and materials from various sources sufficiently to serve the development of sports to be efficient and effective.

Definition of Terms
Terms used in this agreement have the following meanings:
Sports-physical development means: the development of physical and mental movement processes, learning, practice, training, performance, exchange of experiences of athletes, sports personnel, preparation and competition of sports-physical activities;
Athlete development means: selection, creation, practice, training, testing of athletes at various age levels, including mass sports-physical athletes, to be skilled, healthy, patriotic, patient, diligent, disciplined, resourceful in order to participate in sports and competition effectively;
Sports-physical personnel development means: training, nurturing, upgrading theoretical and practical knowledge on related subjects for sports-physical personnel to serve sports-physical work effectively;
Fund management means: management, mobilization, creation of funding sources and utilization of funding sources to maximize benefits, exercising rights and duties correctly in accordance with laws and regulations;
Athlete means: a person who plays sports, participates in practice, training and competition of one or more types of sports;
Sports-physical personnel means: sports administrators, coaches, referees and sports scientists;
Sports science means: the application of principles of training promotion, nutrition, psychology, sports technology to exercise and athlete training to be healthy, skilled, agile in preparation for competition.

This agreement applies to individuals, legal entities, and organizations, both public and private, domestic and foreign, operating in Vientiane Capital.
