Article 1 Purpose
This agreement aims to determine principles, regulations and measures regarding urban management, development and administration, aiming to make urban development within provincial and district municipalities highly effective, with community participation in protection, management, utilization, to contribute to orderly development, promote investment, tourism and socio-economic development of the province and district, according to the provincial vision: "Make Xaysomboun province peaceful, warm, and livable, connected to multiple directions, becoming a center for trade, economy and tourism services"

Article 2 Urban Management and Administration
Urban development management and administration refers to the formulation of policies, regulations, and the implementation of specialized technical work related to planning management, construction, landscaping, infrastructure and environmental construction, socio-economic development policies, management of construction projects within the city, and other activities of individuals, legal entities, and all sectors within provincial municipalities and district towns, in accordance with the five tasks stipulated in Article 7 of this agreement.
