Article 2 Definitions
The unit price of construction and repair of bridges and roads of state investment projects within Xaysomboun province is the price obtained by inputting the prices of construction materials and labor costs into the calculation formula structure of the unit price of construction and repair of bridges and roads, revised edition 2023, of the Ministry of Public Works and Transport, to be used for calculating the price and value of projects in the work of construction and repair of bridges and roads within Xaysomboun province.

Article 2 State Policy
- The State encourages and promotes individuals, legal entities, state and private organizations, both domestic and foreign, to contribute intellectual, labor, capital and technical expertise to the work of bridge construction and repair comprehensively in order to meet the implementation of the socio-economic development plan of the province/district.
- The State contributes personnel, budget and vehicles and equipment to the work of bridge construction and repair as appropriate.

Article 4 Principles on the Use of Unit Prices for Bridge Construction and Repair Activities of State Investment Projects within Xaysomboun Province are as follows:
1. Ensure conformity with policy guidelines, strategies, and socio-economic development plans of the province/district, in accordance with the law;
2. Ensure benefits to the state, collectives, individuals, legal entities, organizations, domestic and foreign entrepreneurs;
3. Coordinate with relevant sectors and ensure broad social participation;
4. Ensure transparency, openness, fairness, and verifiability.
