Article 2 Disaster Management Fund
Disaster Management Fund, abbreviated as "DMF", is a fund of state organizations, established to mobilize and accumulate funds from various sources to ensure sustainable funding for relief and assistance to disaster victims. It consists of two levels:
1. Provincial Disaster Management Fund, abbreviated as "PDMF", located at the Provincial Department of Labor and Social Welfare.
2. District Disaster Management Fund, abbreviated as "DDMF", located at the District Office of Labor and Social Welfare.

Article 2 Definition of terms.
The terms used in this agreement are defined as follows:
1. "Fund" means: the accumulation of money and materials obtained from various sources for the purpose of serving the disaster work of the province;
2. "Management" means: the protection and maintenance of money and materials for proper use according to objectives and principles;
3. "Disaster" means: a serious dangerous event occurring from nature or human activities on a wide scale, which causes significant damage to health, life, property, economy, infrastructure, and livelihood of people in society, both in the short and long term;
4. "Natural disaster" means: natural events, phenomena, and changes such as floods, droughts, storms, cold spells, earthquakes, landslides, pests, epidemics, and others;
5. "Man-made disaster" means: emergency events and environmental hazards due to human actions such as fires, forest fires, dust, radiation, chemical spills, unexploded ordnance;
6. "Emergency relief" means: urgent assistance to save lives and property of citizens during a disaster;
7. "Post-disaster recovery assistance" means: improving the livelihoods of disaster victims and repairing, reconstructing affected or damaged infrastructure to return to normal or better condition.

Article 3 Provincial Policy.
The province regards the disaster management fund work as an important task, takes initiative in planning, measures, projects, formulating disaster preparedness and response plans, and mobilizes preparation of personnel, information, equipment, vehicles and budget so that relevant organizations operate effectively and efficiently, reducing risks to life, health, property, rights and legitimate interests of citizens;
