Article 2 Determination of unit price of tap water
Determination of unit price of tap water is the setting of a reasonable price for tap water so that tap water service providers can operate effectively and sustainably, in a self-financing manner, and can pay obligations into the budget, and so that everyone can access guaranteed tap water in terms of quantity, quality, and can pay for tap water services at a fair price.

Article 4 Principles on Determination of Tap Water Unit Price
1. In accordance with laws, the provincial socio-economic development plan, the water supply and sanitation development strategy, and the state's sustainable development goals;
2. Ensure tap water services are convenient, fast, safe, modern, transparent, verifiable, standardized, and environmentally friendly;
3. Be fair so that tap water users can access services at a price affordable to all, and tap water service providers can enhance their capacity to provide quality and sustainable services;
4. Be determined according to the tap water price structure, specifying all necessary items required for calculating the tap water price, and conduct evaluation and review of the tap water price every three or five years as specified in Chapter 2, Article 5 of Decree No. 346/ລບ;
5. Apply the same uniform tap water price structure across all service areas throughout the province to cross-subsidize from high-income service areas to low-income service areas.

Article 3 Scope of Application
This agreement applies to individuals, legal entities, organizations and all parties using tap water from the provincial water supply state enterprise and investors in the water supply service sector within the scope of Oudomxay province.
