Article 2 Unit Compensation Price
Unit compensation price is the determination of a calculated figure in monetary terms per unit to compensate those affected.
Compensation is compensation for affected land, buildings, agricultural products and income.

Article 4 Policy on Compensation Unit Prices
1. The province encourages and promotes all sectors, individuals, legal entities, collectives, and social organizations to contribute to the management, protection, and development of projects, particularly through active contributions in labor, spirit, property, and other materials, in accordance with the established policies, laws, and regulations;
2. The province recognizes land and building properties (existing before the registration of affected persons) that are lawful and compliant with laws and regulations, through coordination, consultation, and participation among project developers, affected persons, state organizations, and other relevant parties;
3. The province protects and guarantees the legitimate rights and interests of affected persons and project owners equally and verifiably, in accordance with laws and regulations;
4. If an affected person loses only part of their land and still has usable remaining land, the project owner must bear the costs of modifying and reissuing the land title deed to provide the affected person with documentation regarding the land use rights for that plot, in accordance with laws and regulations;
5. For compensation for buildings, trees, and agricultural products, after completion of compensation payment, the buildings, trees, and agricultural products remain the property of the original owner, who has the right to demolish buildings, cut down trees for further use using the compensation funds, but must comply with the timeline set by the project; the project developer must notify the affected person at least 30 days (thirty days) in advance, and if the deadline is exceeded, the project developer may use machinery to demolish and clear the obstacles;
6. After completion of the impact survey and data collection, the affected property owner may continue normal activities until the committee approves the registration of affected persons' rights and proceeds with compensation under Article 17 of this agreement;
7. The project developer has the right to consult and negotiate with affected persons regarding compensation not included in the approved plan, but if both parties cannot reach an agreement, the matter shall be submitted to the Compensation Committee for study and consideration;
8. Affected persons from the development project shall receive compensation before the implementation of the project, to allow time for the affected persons to prepare for relocation and construction of new housing;

Article 3 Principles of Unit Price Compensation for Damages
The principles of unit price compensation for damages shall be implemented in accordance with the following principles:
1. Be consistent with policy guidelines, the Constitution, laws, the national socio-economic development plan, as well as the provincial socio-economic development plan;
2. Be consistent with conditions and actual circumstances, ensuring transparency, accuracy, disclosure, fairness, and verifiability in accordance with laws and regulations;
3. There shall be coordination, consultation, and participation among project developers, affected people, social strata, state organizations, and coordination with relevant parties;
4. Ensure technical calculations of the relevant sectors.
