Article 2 Scope of Application
This agreement applies to the management, protection, development and use of forests, forest land, and the prevention and suppression of encroachment and destruction of forests, forest land and forest fires within Oudomxay Province.

Article 2 Organization and Guidance System
A special committee shall be established to guide the implementation and execution of this agreement as follows:
1. Provincial Special Committee: The Vice Governor in charge of agriculture and forestry serves as Chairperson, the Director of the Department of Agriculture and Forestry serves as Vice Chairperson and Standing Member, and the heads of various departments, equivalent agencies, the Public Security-Defense Command, and the mayors of 7 districts serve as members.

Village-level Special Committee: The Village Chief serves as the head, the Deputy Village Chief in charge of economic affairs serves as the deputy, the Village Forestry Chief, and relevant village-level organizations serve as members.
