Article 1

Article 1 Purpose
This Law stipulates principles, regulations, and measures regarding the management, supervision, and inspection of waterways to make this work efficient, effective, modern, sustainable, and environmentally friendly, aiming to ensure convenient, rapid, orderly, and safe waterway traffic, capable of connecting and integrating with the region and internationally, contributing to national defense, maintenance of social order, and national economic and social development.

Article 2

Article 2. Waterway Traffic
Waterway traffic refers to waterway transport, waterway traffic operations, construction, maintenance and repair of waterway infrastructure, extraction of building materials along rivers, waterway-related business, and other waterway activities.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Vessel means a waterway transport vehicle made of wood, metal, or other materials, driven by machinery or without machinery;
2. Engineering vessel means a tool specially used for surveying, construction, suction of ore, sand, gravel, silt, drilling, etc.;
3. High-technical-standard vessel means a vessel equipped with modern control and command systems, employing modern technology, science, and communications;
4. Consignor means an individual, legal person, or organization that, as the owner of goods or as an authorized representative, enters into a contract with a transport operator;
5. Cargo transport operator means an individual, legal person, or organization that acts as the principal or on behalf of the consignor, responsible for and participating in the implementation of transport;
6. Consignee means an individual, legal person, or organization entitled to receive goods from the transport operator;
7. Cargo distributor means an individual, legal person, or organization performing the service function of collecting, loading, packaging goods, and preparing documents for delivery to the transport operator;
8. Passenger means an individual traveling on a passenger vessel, including tourists;
9. Cargo transport document means a cargo transport permit issued by the Ministry of Public Works and Transport in the prescribed format;
10. Dangerous goods means goods containing radioactive substances, chemical substances with or without odor, that are dangerous to the health and life of humans, animals, and plants;
11. Disinfection means the use of medical methods such as steam drying, boiling, light sterilization, disinfectant cleaning, etc.;
12. River means the Mekong River, other rivers, and tributaries of the said rivers;
13. River structure means riverbanks, riverbeds, islands, sandbars, shoals, mounds, and beaches;
14. Highest water level means the highest average water level within a minimum twenty-year period at the measuring point for water level;
15. Waterway infrastructure means facilities for bank protection, piers, navigation channels, navigation locks, navigation aids, urban flood dikes, drainage sluices, shipyards, warehouses, cargo yards, etc.;
16. Unit price means the value per unit of a certain work or construction and maintenance activity, calculated by measurement units such as square meters, cubic meters, linear meters, kilometers, and other measurement units;
17. Riverine construction materials means materials used for construction, such as stone mines, sand, silt, inspected and confirmed by the Ministry of Energy and Mines;
18. Search and rescue unit means a unit performing waterway search and rescue functions, such as the military, police, rescue associations, and relevant local administrative authorities;
19. Waterway accident means an incident occurring due to navigation, such as vessel collision, loss of control, leakage, sinking, structural damage, which may affect life, property, the environment, ecosystems, economy, and society along the river.
