Article ມາດຕາ 1
Article 1: Implementation of policies and measures to address the teacher shortage problem:
1. The Provincial Department of Education and Sports, the District Office of Education and Sports, in coordination with the district administrative authorities, the Lao Front for National Construction, mass organizations, and education development committees at each level, shall continue to mobilize and strengthen political-ideological education for teacher civil servants and volunteer teachers to ensure they are more secure, responsible, and dedicated to their teaching duties, using various appropriate, in-depth, comprehensive, and more vigorous methods;
2. The Provincial Department of Education and Sports, the District Office of Education and Sports shall collect statistical data on teacher needs in educational institutions located along borders and remote areas where conditions allow the use of personnel from other sectors to assist in teaching, as well as collect data on former teachers who worked in the education sector and other sectors, who have retired but are willing to continue teaching in teacher-shortage areas;
The district administrative authorities, village clusters, villages, and all sectors of society shall study incentives and determine appropriate assistance measures for teacher civil servants and volunteer teachers, including housing, livelihood care, and other policies according to the capacity and actual conditions of each locality;
The Provincial Department of Education and Sports shall collect statistical data on volunteer teachers needed and required at each grade level, each stream, and each subject, certified by the Department of Home Affairs, and then submit to the Department of Organization and Personnel of the Ministry of Education and Sports;
In each district, educational institutions with teacher shortages shall not allow teacher civil servants to transfer to other sectors; if necessary, before any transfer, it must be submitted to the Ministry of Education and Sports for consideration and approval before the transfer can be made;
The Department of Education and Sports shall coordinate with the Department of Home Affairs to study and discuss the regularization of teachers and the replacement of lost teachers in various forms;
The Provincial Department of Education and Sports, the District Office of Education and Sports, in coordination with the district administrative authorities, village clusters, and villages, shall study the merging of classes and consolidation of small schools where conditions permit, and continue to establish and improve primary and secondary school clusters to assist each other technically and address the teacher shortage problem in the immediate term.
