Article ມາດຕາ 1
Article 2 Technical and Vocational Education and Training Development Fund
Technical and Vocational Education and Training Development Fund, abbreviated as "TVETDF", is a fund established for use in organizing teaching and learning, providing scholarships to disadvantaged persons and the poor, promoting innovation and other activities related to technical and vocational education and training, in accordance with laws and regulations.

Article 2 Definition of Terms
Terms used in this Decree have the following meanings:
1. Disadvantaged persons mean the poor or those who do not have conditions to access vocational education;
2. Poor persons mean those who have no income, those whose income is lower than the minimum wage of workers promulgated by the government from time to time;
3. Problem learners mean persons with disabilities, persons with impairments, persons undergoing treatment, detention or rehabilitation;
4. Innovation means the application of knowledge and abilities in the management of teaching and learning, management of production methods, services, product development in new forms to be introduced to society.

Article 4 Principles of Management and Use of the Vocational Education Development Fund
The management and use of the Vocational Education Development Fund shall comply with the following principles:
1. Be consistent with the guidelines, policies, laws, national human resource development plan and national socio-economic development plan;
2. Be centralized and unified in accordance with the State Budget Law;
3. Ensure the management and use of the fund is correct, targeted, economical and efficient;
4. Ensure implementation in accordance with plans, programs and projects, with speed, fairness and transparency;
5. Ensure regular inspection, supervision and monitoring in accordance with laws and regulations.
