Article 2 Establishment and Management of Irrigation Development Fund
The establishment and management of the Irrigation Development Fund is the organization of water user groups of irrigation projects to have a fund for restoring and repairing irrigation projects when they are in a state of deterioration or damage, to bring them into good condition, usable, and to supply water for production.
The Irrigation Development Fund, abbreviated as "KPS", is a fund of the water user groups of irrigation projects established to accumulate funds from water charges collected from beneficiaries of the irrigation project, concession for management and use of the project, and contributions from individuals, legal entities, and organizations, to be used in irrigation development work effectively.

Article 2 Definition of Terms

The terms used in this agreement are defined as follows:

1. Irrigation means the system of water supply and drainage for agricultural production, consisting of headworks system, drought protection irrigation system, and flood protection drainage system;

2. Headworks system means dams, irrigation reservoirs, overflow weirs, spillways, water pumps, water gates that convey water through stilling basins to main canals and small hydropower plants;

3. Irrigation reservoir means a water storage area created by construction or modification of natural water bodies, dams, overflow weirs, water gates, and other structures to store water for agricultural production, drought and flood control, transportation, tourism, fisheries, industry, water supply, and serving the livelihood of the people;

4. Overflow weir means a weir built to block a watercourse or stream to raise the water level, allowing water to overflow the weir crest according to design techniques and to flow into the canal head gate as required;

5. Water conveyance system means the system of canals and pipelines to convey water to production areas, consisting of main canals, secondary canals, tertiary canals, field ditches, and structures along the canals;

6. Water gate means a gate built to open and close to control the flow of water from the headworks to the stilling basin and main canal;

7. Irrigation zone means the boundary of irrigated land area, consisting of headworks land, reservoir, conveyance system, drainage system, and land area that the irrigation system can supply water to according to studies, surveys, and designs, with defined boundaries;

8. Construction and installation means the construction of headworks, canal systems, including the assembly of various equipment such as water pumps, electrical systems, floating vessels, water pipes, water gates, installation of precast concrete panels along canals, and other activities related to irrigation activities;

9. Rehabilitation means improving, repairing damaged and deteriorated parts of previously constructed works to restore them to normal condition and usability, as well as upgrading them to modern standards to further expand irrigated area;

10. Repair means improving, modifying, and fixing damaged parts of irrigation works due to use and natural disasters to restore them to normal operation;

11. Emergency repair means improving and fixing damaged or deteriorated parts of previously constructed works at certain points to restore them to normal condition and usability within a period not exceeding one production season;

12. Disaster means hazards caused by nature and human actions, such as storms, hail, lightning, floods, drought, severe cold, landslides, earthquakes, fires, volcanic eruptions, pests, epidemics, which occur and cause damage to life, property, economy, and environment;

13. Irrigation command area means the area receiving water supply for agricultural production.
