Article 2 Establishment and Management of Irrigation Water User Groups

The establishment and management of irrigation water user groups is the voluntary association of farmers to form groups for the effective and sustainable management and use of irrigation projects.

Irrigation water user groups, abbreviated as IWUG, are organizations of farmers who use water and benefit from irrigation projects to manage and administer water resources.

Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Agriculture means cultivation, animal husbandry and fisheries to provide food and foodstuffs to society, as raw materials for processing industries, and as goods for domestic consumption and export;
2. Farmer means a person who engages in agricultural production as a profession, such as cultivation, animal husbandry and fisheries;
3. Member obligations means the responsibilities that members must perform in accordance with the rules of the water users group and the assignments of the group management committee;
4. Water delivery means the method or form of delivering water from the main canal to the delivery system in order to bring water to the production area in an appropriate manner;
5. Continuous or free water delivery means the delivery of water to the production area constantly throughout twenty-four hours from the start of planting until harvest;
6. On-demand water delivery means a method of water delivery that has sufficient water to deliver to water users at all times according to the quantity and time required;
7. Rotational water delivery means the delivery of water to the production area or water users according to a predetermined quantity and period in a planned and economical manner, by taking turns to take water according to a defined cycle.

Article 4 Basic Principles of Establishment and Management of Groups
The establishment and management of irrigation water user groups must be based on the following principles:
1. In line with policy guidelines, laws, regulations, socio-economic development plans and the development plan of the agriculture and forestry sector;
2. Voluntary, centralized and unified management throughout the country;
3. Having common rights and interests of members;
4. Ensuring equality, transparency and fairness;
5. Having group management regulations.
