Article 1 Purpose
This Decree defines principles, regulations and measures regarding fines and the application of other measures against violators of laws and regulations on minerals, to serve as a reference for officials in imposing fines and applying other measures against violators correctly and strictly, aiming to make individuals, legal entities and organizations consciously respect and comply with laws and regulations, ensure the conduct of mineral business in accordance with laws, contracts, regulations and with high efficiency, contributing to the socio-economic development of the nation.

Article 2 Fines and Other Measures
A fine is a financial measure applied to administrative violators who do not constitute a criminal offense under labor laws and regulations, at the fine rates stipulated in this decree.
The application of other measures is the application of additional measures beyond fines to administrative violators who do not constitute a criminal offense under labor laws and regulations, such as education, confiscation of equipment and tools, suspension or revocation of business licenses.

Article 3 Principles on Fines and Application of Other Measures
The imposition of fines and application of other measures against violators of labor laws and regulations must follow the following principles:
1. In accordance with laws and regulations;

4. Ensure the implementation of fine rates is uniform, correct, fair, transparent, and verifiable.
