Article 1
Article 1: Purpose
This Law prescribes the principles, rules, and measures for the management, supervision, and inspection of passport work in the Lao People’s Democratic Republic, aiming to ensure that the implementation of such work is correct, clear, swift, modern, and systematic. Its purpose is to protect the legitimate rights and interests of Lao citizens, facilitate the entry and exit of Lao citizens into and out of the Lao People’s Democratic Republic, as well as their stay or residence abroad, ensure national security, social peace and order, and align with international standards, thereby contributing to the defense and development of the nation.
Article 2
Article 2 Passport
A passport (Passport) refers to a travel document issued by the passport authority to Lao citizens for exiting and entering the Lao People's Democratic Republic and for international travel. It is a document certifying the identity information and nationality of the passport holder and constitutes property of the Lao People's Democratic Republic.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Lao citizen means a person holding Lao nationality;
2. Representative office means an official representative agency representing the Lao People’s Democratic Republic in dealings with the receiving state and/or international organizations, including diplomatic missions, consular missions, and permanent missions to international organizations of the Lao People’s Democratic Republic abroad, in accordance with the Law on Representative Offices of the Lao People’s Democratic Republic Abroad;
3. Diplomatic mission means the embassy of the Lao People’s Democratic Republic in a foreign country;
4. Consular mission means the consulate general and consulate of the Lao People’s Democratic Republic in a foreign country;
5. Member of a representative office means a diplomat, civil servant, military officer, or police officer appointed to serve in a diplomatic or consular position, or to perform administrative or technical duties at a representative office;
6. Diplomat means a civil servant of the Ministry of Foreign Affairs holding a diplomatic rank;
7. Receiving state means the country where the representative office is located, as well as other countries under the responsibility of the representative office;
8. Consular Identification Card means an official document issued by a representative office to Lao citizens residing abroad for the purpose of registering Lao citizens overseas;
9. Child means a person under eighteen years of age;
10. Damage means soiling, tearing, or rendering unusable.
